• At the outset, Chairman welcomed the members of the reconstituted Goa State Innovation Council. The minutes of the last meeting were read and confirmed.

• It was decided to open a new bank account and seek transfer the Budget Head from the Directorate of Higher Education to the Department of Science and Technology for the effective implementation of the activities proposed by the council. It was also decided that the current decisions could be implemented by making payments from the budget available with the Directorate of Higher Education which is allocated for the Goa State Innovation Council

• The need to establish a Secretariat for effective implementation of the objectives of the Goa State Innovation Council was discussed. It was decided to establish the Secretariat at Don Bosco College of Engineering, Fatorda which have been sanctioned the NIDHI – Technology Business Incubator by the Government of India. It was also decided to provide grant-in- aid support of Rs. 5.00 lakhs to Don Bosco College of Engineering to establish the Secretariat and appoint staff on contract basis for carrying out the day to day activities of the council. It was further decided that time being Government of Goa i.e. Department of Science and Technology may give Grant-in- aid of Rs. 5.00 lakhs to Don Bosco College of Engineering to meet the expenditure of Goa State Innovation Council Secretariat.

• The Members opined the need to partner with EDC Ltd for the implementation of the Chief Minister’s Start-up Challenge. It was decided to sanction an amount of Rs. 5.00 Lakhs towards the implementation of the competition which would achieve the objective of the Council of identifying and rewarding talent in innovation. It was also decided to explore the possibility of awarding the winners through the provision of Goa Rajya Vignyan Puraskar of Department of Science and Technology, Government of Goa.

• It was decided to ask for additional information from Directorate of Higher Education regarding the 14 proposals received by Directorate of Higher Education under Component C- Support for exhibition of research based projects and Component D-Support for project proposals as per the scheme of Science Education. The Council decided to appoint a Sub- Committee comprising (i) Director (S&T) (ii) Dr. Neena Panandikar (iii) Shri D.S. Prashant (iv) Dr. Mridula Goel to decide on similar proposals received from the Directorate of Higher Education and Department of Science and Technology in the future. It was also decided that this sub-committee frame a policy to support student projects from institutions across the state and place before the Council for approval.

• The establishment of a Virtual Innovation Register was discussed and it was decided to have a dedicated website for the Goa State Innovation Council and to establish the web page of Virtual Innovation Register on the website, through the Grant-in- aid provided by Department of Science and Technology.

• The Chairman emphasized the need to meet regularly to monitor the progress of the decisions taken by the Council. A decision to meet on a monthly basis was taken in the meeting.

• The Chairman also opined to conduct a session on startups for the benefit of the members and also a visit to the incubation centres in the State of Goa. A program for providing incentives in respect of projects for students of all the technology / engineering institutes in Goa was another initiative discussed during the meeting and it was decided to discuss this matter in greater detail at the next meeting.
