  • At the outset the chairman welcomed the members of the Council and the minutes of the meeting held on 22.09.2017 which were circulated through e-mail were read and confirmed.
  • _x005f_x000D_
  • The Chairman informed the members that as decided by the Council at its meeting held on 22.09.2017, the Principal, Goa College of Art was approached for design of appropriate logo for the Council. The chairman further informed that he had decided in consultation with the Director of Science & Technology that a token award of Rs. 5,000/- , Rs. 2,000/- and Rs. 1,000/- would be awarded to the first three selected designs. Shri Sudip Faldesai, Project Officer subsequently displayed a total of 14 logos which were obtained from the Goa College of Art when after detailed scrutiny, the following three were awarded:_x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_

  • The Chairman informed that as decided at the meeting held on 22.09.2017, sealed quotations were requested from seven different Companies in Goa dealing with design of websites and the last date for receipt of quotation was 10.12.2017. It was further informed that the quotes were opened in the presence of bidders and representatives of the Council and the following quotes were obtained:_x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_ _x005f_x000D_

  • While discussing the Student Project Award the Chairman informed that the Project criteria and guidelines be drafted for better clarity by Shri D S Prashant & Project Officer (GSInC Secretariat) and circulated to members. The Chairman clarified that the role of State Innovation Council was a catalyst and not as an implementing agency. The Chairman proposed that the Project Officer refer to the Goa University Website for various Courses being offered and include those courses not considered under Student Project Award category wise.

  • The Chairman suggested creating a template for the effective conduct of the Bootcamps detailing the duration, topics, faculties/experts etc. Shri Raghuveer Vernekar suggested incorporating the topic on creativity in the schedule of Bootcamps to help ignite innovative thinking amongst the target group which was approved by all present. The Chairman asked to monitor the progress made by the participants of the camps in so far as startups are concerned and to create an impact report and data bank of all attendees of the Bootcamps conducted during the year. The members suggested conducting an orientation program for the Heads of various Institutes across Goa for creating awareness on innovation which was approved by all present. The Chairman suggested the need of publicity for the initiatives of Goa State Innovation Council to reach out to a larger audience, so that activities of the GSInC are known to all stakeholders.

  • While discussing the ‘Virtual Innovation Register’ the Chairman expressed the need to have a Non Discloser Agreement (NDA) for protecting the interest of innovators and recommended the need of engaging a patent lawyer for studying the legal implications and documentation regarding patents and innovations of the applicants. The members suggested the name of Ms. Shalini Menezes, a patent lawyer whose advice could be sought for the same and after discussion it was decided to obtain details on terms and conditions of her appointment as Consultant including details of fees which may be presented before the council for consideration at its next meeting.

  • While discussing the budget, the Chairman stressed on the need of clearly defining the priorities of the Council for effective achievement of its targets. He further stated that since the Secretariat was established, the next goals should be: a) Development of Website b) Conducting an orientation program for Heads of Institutions. c) Conducting Bootstrap camps at various Institutions. d) Support to patents (for IPR registration). It was decided that funds as required be proposed to the Director of Science & Technology so that activities as discussed and decided can be achieved within the financial year.

  • The chairman suggested preparing of Annual Reports at the end of the year to showcase the achievements of the State Innovation Council. The members also decidedthat the formal inauguration of the secretariat and the launch of the website be held in January 2018.
