• At the outset, Chairman welcomed the members of the committee. The minutes of the last meeting which were circulated was confirmed.

• The Member Secretary updated the Chairman and members about the establishment of Secretariat of GSInC, Chief Minister’s startup Challenge and the development of the GSInC website along with the Virtual Innovation Register (VIR). It was informed that the government has approved the financial support of Rs. 5 lacs each for the establishment of the secretariat and for Chief Ministers Startup Challenge and the finance department has raised queries in_____ of pattern of assistance which needs to be addressed by the Department of Science and Technology. It was decided to pursue the progress and get the issued sorted at the earliest. Chairman reiterated that the establishment of the secretariat for GSInC is a pre-requisite to proceed wit the activities of the council.

• It was informed that the government has allocated Rs. 50 lacs as budget for the activities of GSInC for financial year 2017-18. It was decided to prepare a schedule/proposal of expenditure of the allocated budget for approval from the Finance department, Govt. of Goa.

• The draft policy for the support of Student Project was taken up for discussion in the meeting. The need to have a formal policy to streamline the process of granting funds to support innovative student projects with clear parameters of support and expected outcomes was discussed in details. It was decided to formally collate the recommendations from the members within 10 days and submit to the council in the next meeting. The chairman opined that the Directorate of Technical education will be more aptly suited to lead the proposed project as the tinkering innovations and innovative projects would largely be sourced from engineering and technology students.

• The need to prepare the innovation roadmap was discussed. Initiatives including setting up tinkering labs in schools, assessing progress of existing tinkering labs, establishing innovation hubs, multiactivity programmes to promote innovation and entrepreneurship, STEM education, focusing on catchment sectors like engineering colleges, idea promotion and evaluation support were discussed by the members. The Chairman opined that all the ideas discussed during the meeting needs to be included during the preparation of the roadmap and needs to be submitted to the GSInC in the next meeting.

• The Chairman emphasized the need to meet regularly to monitor the progress of the decisions taken by the Council. A decision to meet in the last week of May 2017 was taken in the meeting.

• As recommended by the Chairman two innovative product of a student and a startup was presented during the meeting. The members appreciated the talent of the promoters and made a request to get more publicity for the innovative products of the startups and also to send an appreciation letter.
