  • At the outset the chairman welcomed the members of the committee. The minutes of the last meeting which were circulated was confirmed.

  • The member secretary updated the chairman and the members about the progress of the sanction of funds for the establishment of secretariat at Don Bosco College of Engineering, Fatorda, Margao - Goa and the Chief Minister’s Start-up challenge. It was informed that a separate pattern of assistance was created to be provided as grant in aid to Don Bosco College of Engineering and EDC as decided by the council. The member’s reiterated the need of establishing the secretariat at the earliest to carry out the initiatives and the activities of the council. The members opined that the next edition of Chief Minister Start-up Challenge should be conducted by Goa State Innovation Council as the main promoter in association with EDC Ltd and other partners. The Chairman informed that a meeting will be held with the Chairman of EDC Ltd to discuss the same. The members also expressed the need to have a policy regarding conduct of the start-up and innovation challenges in the future.

    _x005f_x000D_ The Member Secretary updated the members on the initiatives of the government to launch the IT Start-up Policy. The members opined that GSInC should spark the innovation movement by supporting the innovation stakeholders to get connected to the startup ecosystem. The chairman expressed the need to get international quality Accelerators, Venture Capitalists, Angel Investors and related players to build a vibrant start-up ecosystem in Goa.

  • The draft policy of student project was discussed in detail by the members. It was decided to keep the project competition open for students from all the colleges and institutes recognized by Government of Goa including the ITI’s and higher secondary students from Goa. It was decided to limit the support to 10 projects in a year with a upper limit of Rs. 1 lakh for a project. It was decided to make the payments to the institutes rather than the individual student in a staggered format. The council felt that the projects need not necessarily be research based and projects with simple innovations should also be encouraged to participate in the competition. It was decided to allocate an amount of Rs 10 lakhs from the total budget for the student’s project fund.

  • The innovation roadmap with initiatives to support innovations were discussed in detail. The council decided that GSInC should initially support setting up two thinking labs in rural schools based on the needs of the school and the enthusiasm and interest exhibited by the school to make judicious use of the resources. Other initiatives like promotion of STEM education, Bootcamps in college, Entrepreneurship awareness programs in institutes, events to promote industry-institute interactions, training for faculties in innovation and entrepreneurship, organising seminars, workshops, lectures on innovation and documentation and dissemination of success stories were some of the suggestions which the members placed before the council. The council decided to allocate a budget of Rs. 15 Lakhs for activities to promote innovation during the year 2017-2018.
