Shri Kunal Upadhay, Dr. Vinayak Shet and Shri Kautsubh Priolkar could not attend the meeting and were granted leave of absence. Thereafter, the Chairman welcomed the members of the State Innovation Council for the meeting.

  • At the outset, the Minutes of the meeting held on 18th December 2018 were read and confirmed after which Shri Sudip Faldesai presented the action taken report which was noted by the members. He explained that during these camps, a basic survey detailing the interest for Entrepreneurship amongst the attendees was undertaken and of one thousand four hundred and forty one students from fifteen colleges, six hundred and fifty five students showed interest in entrepreneurship. It was also decided that the Entrepreneurship Development Institute of India (EDI), Ahmedabad had designed a very appropriate methodology for conducting a survey from amongst students to understand their interest in Entrepreneurship and it was further decided that such a system be obtained from EDI and introduced during the next survey cycle of the Council. The Chairman also directed the Project Officer to work out the costs per student for the conduct of such Bootcamps so that a proper indicator is established. It was further suggested that as part of the Bootcamp training exercise, preparations for an elevator pitch should also be introduced.

  • The Project Officer presented the features of Goa State Innovation Council website and the Virtual Innovation Register and also explained the process of registering New Ideas, Existing Startups and Stakeholders on the platform.The members suggested forming a Committee to approve the listing request of New Ideas and Existing Startups on Virtual Innovation register within a specified timeline. The Project Officer was asked to prepare the list of potential panel members with their expertise and share the list with the Goa State Innovation Council members. The Chairman directed the Project Officer to meet the Director of Science & Technology and finalise the drafting of schemes for Bootcamp, Faculty Development Programmes, Student Project Competition and Intellectual Property. While discussing the grants that may be payable to persons to apply for Intellectual Property, it was discussed and decided that the council could consider reimbursing only the fees charged by the Government as patent fees. It was also discussed that all other professional fees would have to be borne by the holder of the Intellectual Property. It was decided to launch the Goa State Innovation Council website by the end of May 2018 in consultation with the office of the Chief Minister.

  • The details of Chief Minister’s Startup Challenge were discussed. It was decided that the Incubator established by Forum for Innovation, Incubation Research and Entrepreneurship (FIIRE), at Don Bosco College of Engineering, Fatorda, Goa host the event. The Goa State Innovation Council and Economic Development Corporation (EDC) would provide Ten Lakhs Rupees each for conducting the competition. Council members suggested creating mass awareness about the Chief Minister’s Startup Challenge by advertising using various print and digital media.

  • While discussing about Faculty Development Programmes (FDP), the Chairman suggested that faculties will be available only for short duration during the end of term/ semester and the programmes should be conducted effectively in this short duration of time. Chairman suggested conducting two FDP’s in a year.It was also approved to engage the services of a content writer for drafting the Goa State Innovation Council resource material and to have a digital copy of the same for circulation amongst the beneficiaries. Dr. Mridula Goel suggested conducting a Women’s Entrepreneurship Camp at BITS Pilani, Zuarinagar which was approved by all members.

  • It was discussed that a Tinkering Laboratory (to introduce young children to the facets of Science, Technology, Engineering and Mathematics (STEM)) be established at an Engineering College and students of various schools be invited to undergo training programmes at the Laboratory. After a detailed discussion, it was decided to establish the Tinkering Laboratory at Don Bosco College of Engineering, Fatorda for an approximate cost of Rupees five lakhs and grants be provided to establish this laboratory from the Goa State Innovation Council funds.

  • It was decided that the Annual Report of the activities of the Council for the year 2017-18 be prepared and submitted to the Director, Science and Technology to be presented to the Assembly.
