- At the outset, the minutes of the meeting held on 7th September 2018 were read and confirmed after which the agenda of the meeting was discussed.

It was decided by the council to invite Dr. T. Ramakrishna, Professor of Law Chair Professor (IPR) from National Law School of India to Chair a committee includingProf Raghuveer Vernekar, Dr. Kaustubh Priolkar, andDr. Krupashankara MSto review the applications for Empanelment of Patent Attorneys and Patent Agents and make recommendations to the Council

- “Goa’s Young Innovator Award†was discussed and it was decided to launch the competition on 8th December 2018. Chairman suggested presenting the list of the judging panel at the next meeting of the Council. It was also suggested to invite Director, Directorate of Higher Education and Director, State Council of Educational Research and Training at this meeting.

- The proposal to establish a Chair for Innovation and Entrepreneurship at Goa University was presented with funding support from Department of Science and Technology, Government of Goa through Goa State Innovation Council. It was decided to forward the proposal to all members of the Council for their observations & comments and to decide on the establishment of the Chair in the next meeting.

- The proposal to conduct a Social Thinking Seminar by IIM Calcutta Innovation Cell was discussed. It was informed that the Innovation Cell of IIM Calcutta would fund the Seminar and the council needed to arrange for participants. It was proposed to conduct the seminar on 25th January 2018 at Don Bosco College of Engineering, Fatorda and the Council decided to invite a group of twenty-five students from each of the Five Engineering Colleges of Goa since the capacity for the Seminar was 150 students.

- It was proposed to conduct a Sensitisation Workshop on Innovation for the Students of seventh and eighth standard students from the thirteen talukas of Goa. The Pilot of the Sensitisation Workshop would be in following Schools:

The schedule for the Sensitisation Workshop was discussed and it was decided to invite experienced and professional faculty to conduct the Workshop. The Principal of Goa Engineering College volunteered to engage in some sessions.

The total budget of Rupees seventy-eight thousand for pilot was approved by the council during the meeting.
